Local cultural council creation proposed

BAGUIO CITY – The creation of the Baguio City Culture and the Arts Council as proposed by Councilor Lilia Farinas was referred to the concerned committee during the session last Monday.

If approved, the local CCA shall be headed by the City Mayor, with members from the National Culture and the Arts; Department of Interior and Local Government (DILG); Chair committee on tourism, special events, parks and playgrounds; Chair committee on education, culture and historical research; City Environment and Parks Management Office (CEPMO); City Administrator's Office; and other interested agencies or offices.

According to the lady councilor, the local culture and arts council shall endeavor to advance sustainable preservation and protection of local culture, heritage, arts, and tradition; attain the seal of good governance; and have access to financial and technical assistance through the National Economic Development Authority (NEDA) as to Assistant Regional Director NEDA-CAR Jedidiah Aquino.

As recalled, during the 30th founding anniversary of the Cordillera Administrative Region (CAR) in Wangal, La Trinidad last July, National Commission on Culture and the Arts (NCCA) Executive Director Rico Pableo, Jr, himself said a local culture and arts council is part in the judging for the coveted seal of good governance. The seal ensures attainment of minimum local governance and performance-based grants which could further local plans and projects.

The creation of the local culture and arts commission also ensures technical and financial assistance wherein a local registry of cultural property within the city be accomplished and historical landmarks, historical sites and national treasures be protected and preserved.

The youth, through the assistance of the local commission may also document the city's culture and heritage for preservation, sustainability and appreciation, thus transfer through observation, to the next generation, the proposal stated.

Councilor Farinas also proposed for a P100,000 fund for the measure. – juliegfianza
